How to Register
Scholarships
Scholarships are available to Dare County residents for occupational and technical classes. Among them are the State Employees Credit Union, Golden LEAF and the Milton Jewell Scholarship provided by the Outer Banks Community Foundation. The Northeastern Workforce Development Board has assistance for some classes — call 252-480-3500 for information. All of these scholarships are needs based and you must complete and return an application. COA’s Dare County Guarantee Scholarship Program may be available for recent high school graduates for specific workforce classes.
Dare County Continuing Education Class Schedules
EPA Refrigerant Certification (16 hours)
Taking the EPA Section 608 certification is a crucial step for anyone who wants to work in the HVAC field. Successfully passing this test gives you the ability to purchase and work with refrigerants and avoid potential legal and financial penalties. The certification is good across all 50 States and requires no annual payment or renewal. Our program will feature 8 hours of in-class instruction covering Core and Types 1,2, & 3 to prepare you for the exam and up to 8 hours of proctored online computer testing (the initial exam and up to 3 retests, as needed). You can get your results immediately after completing the exam. If you are new to the field or are only missing a section or two of the certification, this course can help get you certified.

Pool and Spa Certification (BLAFT) (9 hours)
Pool and spa operator certification. Students should bring a pencil, highlighter and a calculator to class. Fee includes manual and written test required by the NC Department of Environmental Health. One hour for lunch on your own. Must be registered two business days before class. Space is limited.

NC Vehicle Safety Inspection (8 hours)
This course prepares auto technicians and service personnel as safety and emissions inspectors for motor vehicles. Also prepares student to pass the qualification exam for certification to be used at a licensed inspection station. Must possess a valid in NC driver’s license, pass a background check, and have two years experience. Part of second night will be held in a local garage. Please pre-register.

ServSafe Manager
This ServSafe Manager course covers critical principles of food safety, including personal hygiene, cross contamination, time and temperature, receiving and storage, food safety management systems, training hourly employees, and more. The class is 8 hours, with an additional 2 hours scheduled in the COA-Dare Testing Lab to complete the online test at the end of Day 2.
ServSafe Manager Exam Only
The ServSafe Manager Exam is scheduled for anyone who has previously taken the Safe Manager course, has received their certification, but needs to renew that certification. If you enroll in the ServSafe Manager Course, you do not need to register for the Exam separately.
*The book and a valid driver’s license or photo ID are required; one must be a High School/GED graduate. Notary Public Manual for North Carolina 11th ed. 2016 is required to own, should be read before the class, and can be purchased from the COA Bookstore 252-331-5964 in Elizabeth City or NC Secretary of State website. You will be responsible for mailing the notary certificate fee to the state after successfully completing the class and test. If you have an unexpired commission and need to renew, please go online to the NC Secretary of State website. Students must provide a current state or federal picture identification for admission to the class. The ID must be a valid (not expired) ID with a picture of the face and either signature or physical descriptors or both. Temporary licenses will not be accepted.
**Students must possess their own personal copy of the Notary Public Manual.
North Carolina General Statutes (NCGS)
NCGS 10B-5(b) provided the following requirements to be commissioned as a Notary Public in North Carolina:
- Be at least 18 years of age;
- Reside or have a regular place of work or business in this State;
- Reside legally in the United States;
- Speak, read and write the English language;
- Possess a high school diploma or equivalent;
- Pass the course of instruction described in this Article, unless the person is a licensed member of the North Carolina State Bar;
- Purchase and keep as a reference the most recent manual approved by the Secretary that describes the duties and authority of notaries public;
- Submit an application containing no significant misstatement or omission of fact; and
- No criminal record.

Notary Public
This course is designed to prepare students to be commissioned/appointed as a Notary Public. This course is approved by the Secretary of the State of North Carolina to train, test, qualify, and commission NC notaries. Students will learn the legal, ethical, and procedural requirements for notaries based on North Carolina law. The Notary Public manual and a valid driver’s license/photo ID are required to enter the class. The manual can be purchased from the COA Bookstore 252-331-5964 in Elizabeth City or Downtown Books in Manteo at 252-473-1056.

Electronic Notary Public Certification (eNotary)
This course instructs existing North Carolina notaries public in the legislated procedure required to exercise electronic notarial acts as set forth by N.C. Secretary of State. Participants must hold a valid commission as an N.C. notary public to qualify for this certification. The course covers N.C. E-Notary Act, eligibility and registration, E-notary processes, technology solutions and providers, ethics reg. E-notarizations, consequences of misconduct, security standards, best practices, and departmental recommendations. To qualify to become a certified electronic notary, participants must hold a valid commission as a notary public in the state of North Carolina. Please bring with you a valid Driver’s License (needs to be a clear picture, not faded & not expired) & your current Notary Public number. Your E-Notary Manual will be provided in class.

Computer Skills for the Workforce
This course is for students wanting to improve their computer skills. It includes basic terminology, word processing, document printing, keyboarding, searching job sites, data entry, and more. Computer Skills for Beginners
Let us help you navigate your devices! Once you understand the basics, you will understand how to build your future learning and skills with computers, electronic devices, and the internet. This course is designed to teach the most basic computer skills needed for daily computer/electronic device operation. Topics include mouse and keyboarding techniques, navigating around the desktop and within programs, demonstrating the different types of programs most commonly used, and basic techniques for opening, creating, editing, and saving documents.
Digital Photography I (12 hours)
In this beginning class, students will familiarize themselves with basic techniques, processes, and tools of digital photography and will be able to get more consistent and satisfactory results from their camera. Students must have their own digital camera with manual controls or a Smartphone with a camera (Apple/Google/Android). Students are required to supply their own copy of Adobe Photo Plan.
Digital Marketing (24 hours)
This course will provide students with an understanding of digital marketing that enables them to be effective leaders in their field. We will break digital marketing into theory and practical tools which we will then put together to form digital marketing gameplans. The course offers a lab portion where we will apply these aspects of digital marketing to the student’s business or job. Topics include Website Design, UX, SEO; Google Business Suite; PPC Advertising such as Google Ads, Bing and Yahoo, Meta, YouTube & TikTok; Social Media; Third Party Review Sites like Trip Advisor & Yelp; and Analytics such as SEMRush & SPSS. No previous experience required. Open to all levels.
Editing with Lightroom and Photoshop (18 hours)
For this class, we will learn the fundamentals of photo editing using Lightroom and Photoshop. Adobe Lightroom is a photo editing and management program offered by Adobe, allowing users to manage and edit multiple images at once using the Adobe Lightroom interface. We will also use Photoshop, another Adobe Program, that lets you edit individual photos, graphics, and text to complete your works of art. This course will teach you the features in both Adobe Lightroom and Photoshop, as well as help you master the skills needed to create your look for your photos and be productive while cataloging your work. No previous photography experience is required, though basic computer skills and a strong understanding of file management is encouraged. Both the beginner and seasoned user can benefit from this course as it starts with the basics of the program including navigation and continues on to more advanced features. Students must have their own Adobe subscription.
Drone Photography
In this four-day course you will learn the basics of Drone Technology. You’ll get hands-on experience flying Drones in a safe environment as well as learning the latest in Drone technology. You will also be learning about camera features and camera techniques for basic photography with your drone. Additionally, students will learn the Safety Procedures and The Rules and Regulations you must follow to be a safe pilot in Federal Regulated Airspace. Limited enrollment, so sign up early. Introduction to QuickBooks
This course provides an overview of the QuickBooks Online (QBO) program including setting up a company, customers, vendors, inventory and payroll. Other features covered include online Banking and creating various reports. The class will practice everyday examples including invoicing, paying bills and reconciling bank accounts.
Introduction to Excel
This class will cover the basics of Excel. Creating a new spreadsheet, basic computations, basic formatting and column and row manipulations. Basic computer skills are required. You will need to have access to a computer with Excel on it at home to practice.
Intro to Electrical /Residential
This course introduces students to the fundamentals of the electrical industry and worksite. Topics include an introduction to the theory, terminology, safety, codes and circuits. The course will take a hands-on, lab-based approach and focus on the basics of residential wiring. Fee includes the rental of the required book.

Introduction to Plumbing (96 hours)
In this course, students will learn to manage basic plumbing issues that can arise in a residential setting. Topics covered will include toilets, water heaters, piping, outdoor showers, hoses, and sewage. Students will learn a brief history of plumbing, key terminology, and have hands-on experience in the classroom from a licensed, experienced plumber. Students will leave with a better understanding of how to install, troubleshoot, and repair residential plumbing, and enable you for entry-level positions within the plumbing field.

Marine Diesel Engine Repair (51 hours)
This course introduces theory, design, terminology, and operating adjustments for inboard marine diesel engines. Emphasis is placed on safety, theory of operation, inspection, measuring, and rebuilding and repairing diesel engines according to factory specifications. Upon completion, students should be able to measure, diagnose problems, and repair marine diesel engines. Additionally, students will be introduced to preliminary fabrication, parts ordering and inventory, and shop/lab best practices. It is not a certification class. Fee includes required textbook. HVAC (96 hours)
If you are searching for a new career, are new to the trade, or looking to expand your knowledge of HVAC, this course can help you achieve your goals. Our 16 week course covers the fundamentals of cooling and heating through in-class instruction and hands-on training, taught by an experienced technician. Topics covered include: careers and certifications, refrigeration systems, tools and supplies, working with copper tubing, refrigerants including the new A2L refrigerants, electricity and motors, basic low voltage control circuits, and electronics troubleshooting fundamentals. Loan of a textbook is included with the course fee. Scholarships are available.
HVAC for Homeowners (8 hours)
Students will benefit from an explanation of basic system operation, including a simplified description of how a heat pump and refrigerator work. Topics include basic electrical requirements, safety, and reasonable expectations of their equipment. The class provides videos, handouts, and hands-on work with a Tabletop Heat Pump, plus discussion with the students to determine your exact needs, problems, and experiences. Ideal for homeowners or others wanting to know more about the HVACR industry.
Basic Welding (30 hours)
Starting with safety guidelines, the course content will be specific to SMAW (stick) with an introduction to GMAW (MiG) and FCAW (flux-core) welding. Students will participate in question-answer sessions and hands-on to gain basic knowledge in the setup and operation of various power sources that operate these processes. Upon completion, students will have a basic knowledge of various industry standards and certifications. Personal items required for the Welding program include a welding helmet (auto darkening is a plus), safety glasses, ear plugs, tip cleaners, a welding jacket with leather sleeves, steel-toed leather boots with high sides, and welding gloves. Kits can be purchased through COA’s bookstore.

Automotive Service Technician Training
A career as an automotive technician offers a pathway to a practical, stable career with plenty of development opportunities and substantial income potential. Train to become a certified auto technician with this hands-on, Ford-sponsored program. Learn how to diagnose and repair car and truck engines from a Master Service Technician at the Ford Dealership in Manteo. Students also will have classroom training through the STARS computer program. Upon course completion, students will receive a Ford Service Technician Training Certificate. Skills learned in this class can be used for any vehicle repair and will be valuable at any dealership.

Culinary Skills I
This course introduces the fundamental concepts, skills, and techniques used in basic cookery, using moist, dry, and combination heat methods. Emphasis is placed on recipe conversion, measurements, terminology, classical knife cuts, safe food/equipment handling, flavorings/seasonings, stocks/sauces/ soups, and related topics. Upon completion, students will be able to exhibit the basic cooking skills used in the foodservice industry.

Conversational Spanish
Spanish is one of the most widely spoken languages in the world, and this course will allow students to refine their basic conversational Spanish skills. The class will focus on conversation that emphasizes pronunciation and vocabulary and will include oral practice of dialogue, vocabulary, and basic grammar to communicate in Spanish.

Nurse Aide I (160 hours) — blended
This course prepares graduates to provide personal care and perform basic nursing skills for the elderly and other adults. Emphasis on the aging process includes mental, social, and physical needs of the elderly, patient’s rights, nutrition management, elimination procedures, safe environment, restorative services, personal and special care procedures and activities, human body structure and function, and related common disease/disorders, communication and documentation, death and dying, and roles of the nursing assistant and health team members. A skill/competency evaluation is required. The course includes class, laboratory, and clinical learning experiences. You must be able to pass a background check. Upon satisfactory completion of the course and skill/competency evaluation, the graduate is eligible to apply for listing as a Nurse Aide I by the NC Division of Facility Services. Enrollment is limited to 10 students per class.
Prerequisites:
- You must have a high school diploma/GED or successfully complete a reading placement test score or college-level English with a 10th-grade reading level, or CASAS score of “244 to 248” (maximum of two tests, at least seven days apart, within 90 days, then recommend remediation prior to testing again for a third try).
- You must also attend the Nurse Aide mandatory orientation.
Clinicals:
- A calendar will be provided for clinical days and times.
- Clinicals will be held off campus and are 8-hour days.

Nurse Aid II — blended
The Nurse Aide II course prepares graduates to perform more complex skills for patients or residents. A skill evaluation is required for documenting student competency. The course includes class, laboratory and clinical learning experiences. Upon satisfactory completion of the course and competency evaluation, the graduate is eligible to apply for listing as a Nurse Aide II by the North Carolina Board of Nursing. In all employment settings, the listed Nurse Aide II will work under the direction and supervision of licensed personnel. Book required.
Prerequisites: You must have a Nurse Aide I Certification and attend the
mandatory Nurse Aide orientation.

Medication Aide (24 hours)
This course is designed to meet the training requirements for becoming qualified as a Medication Aide. The course will cover the six rights of medication administration for non-licensed personnel. Topics will include medication administration via the oral, topical and instillation routes, medical asepsis, hand hygiene, terminology, and legal implications. Upon completion, students should be able to take the competency exam and demonstrate skills necessary to qualify for listing on the North Carolina Medication Aide Registry. The book, Medication Aide Manual 25th edition, is required and available by calling 252-331-5964 (about $35).

Pharmacy Tech — hybrid (136 hours)
This course provides the basic knowledge and skills required to work as a technician in a drug store or other pharmacy. Topics include drug classification, drug distribution, anatomy and physiology as they relate to disease with an emphasis on drug therapy, laws and regulations basic to pharmacy practice. Manuals can be purchased at the Follett Bookstore at COA – Elizabeth City. You must meet one of the following requirements:
- North Carolina Diagnostic and Placement (NCDAP) test: a score of “7” or higher in all sections of DMA 010, DMA 020 and DMA 030
- Passing grade in the courses DMA 010, 020 and 030
- Passing grade in college-level math class (“C” or better)
- (CRC) test: a score of “4” on the applied math section
- Be at least 18 years old
- CASAS score of “241” or higher
EKG/Cardiovascular Monitor Technician — hybrid
This course is designed and approved to prepare the student to become a certified EKG (ECG) and Technician/Monitor. The course will cover the anatomy and physiology of the heart, principles of EKG, dysrhythmia recognition of sinus, junctional/atrial rhythms, heart blocks and bundle branches, and ventricular ectopy rhythms. Skills will include operating EKG equipment, running and mounting strips as well as reading and interpreting 22 types of cardiac lead tracings produced from 12 and five lead monitors and to understand the basics of capnography as it relates to heart function. No clinical. Book required.
Students are required to have a high school diploma or GED.
Introduction to Phlebotomy for Healthcare Workers (30 hours) HYBRID
This course will provide theory and lab experiences needed for the proper collection of blood and other specimens used for diagnostic testing. The class is focused on skill-building for people already working in healthcare. CNAs, Medical assistants, nurses, or EMTs are eligible. Students who are currently enrolled in or have completed Nurse Aide I training within the last two years are also eligible, even if they have not tested for registry listing yet. Upon completion, you should be able to safely perform procedures necessary for specimen collections on patients in various healthcare settings. This course is class and lab only and does not grant phlebotomy certification. Book is required. No clinical.

Our Hospitality Program provides the core skills to become successful in the Travel & Tourism Industry. This program is designed to fit your career goals while providing a flexible schedule. You can graduate with the certificate and directly obtain entry-level employment in roles such as front desk operations, food service manager, or travel agent. To earn your certification, you need to complete four core classes, one concentration class, and participate in a final internship. Students can take multiple concentration courses (for example: Restaurant Management plus Culinary skills). The concentration class(es) and internship should only be taken with successful completion of the Core Courses.
Computer Skills for the Workforce
This course is for students wanting to improve their computer skills. It includes basic terminology, word processing, document printing, keyboarding, searching job sites, data entry, and more. It will help you polish and acquire skills to make you more marketable in the workplace. This class is one of the Core Courses for the Hospitality Program but is open to all students.

Painting with Acrylics

Painting with Watercolor
This three-hour course will familiarize students with the principles of watercolor painting. Topics covered include types of paper, brush types, painting techniques, materials, composition, color theory, a bit of mixed media, and more. Each student works at their own pace with their subject matter of choice. Students supply their own materials, but a materials list will be provided before the start of class. The Simplicity of Watercolor Painting:
Two-day Coastal Watercolor Workshop with JJ Jiang
Clarity. Confidence. Common sense. These are what JJ Jiang brings to his instruction. But you will quickly realize that his artistic passion and creativity underlie all that he says and does. With sincerity and good humor, JJ will share his wisdom and insights stemming from his eastern cultural background and his deep knowledge of western art. He approaches painting with a unique and refreshing perspective that he truly enjoys sharing with workshop participants! His years of teaching experience in fine art enable him to pull you in and grow in depth and confidence as an artist.
JJ’s teaching is based on his belief that certain fundamentals apply to all subject matter and even across mediums. JJ’s daily demos and talks will include clear instruction on these fundamentals: drawing, value, color, and edges. JJ will also discuss and demonstrate various techniques in watercolor, but he emphasizes the need for all artists to go beyond technique to explore their creative drive that has brought them to the easel.
In this workshop JJ will do daily step-by-step demos, give clear, brief talks, and provide individual guidance tailored to your level. To wrap up, if time allows, JJ will have a brief critique and a question & answer session each day. JJ will provide reference photos: the focus of this workshop will be on coastal scenes for both days.
JJ Jiang is an award winning artist and a gifted instructor. He is a signature member of the National Watercolor Society, a signature member of Oil Painters of America, and a North Carolina Watercolor Society Master Member. Though accomplished in watercolor, he is a versatile artist – excelling in drawing, oils, Chinese brush painting, with a variety of subjects including landscape/urbanscapes, human figures and portraits, and still life. Pottery: Altered Vessels
Learn to make more elaborate functional pottery with flair! In this class, students will learn different ways to alter forms that have been started on the wheel. Scalloped bowls, darted vessels, and oval platters are just the beginning of what can be achieved. This class will help you develop your own personal style in ceramics. Pottery: Form & Function (36 hours)
Take a deep dive into functional pottery. Learn to make functional pieces that make everyday life extraordinary. Mugs, bowls, pitchers, and all things utilitarian will be explored. Great for beginners as well as baby potters ready to tweak their skills. Fee includes 50 lbs of clay.
Pottery: Open Studio (36 hours)
Open studio classes are designed for potters with prior experience who are comfortable working at their own pace in a supportive, community-based classroom. While specific assignments will not be part of the course, guidance from our experienced instructor is available, as well as input from other classmates. Students will work on their own individual projects. 50lbs clay is included in the course cost.

Jewelry: Intro to Enameling
Enameling is an ancient art form that involves fusing glass into metal. Think of it as a painting with glass on metal. In this class, you will learn to combine metalsmithing techniques with vibrant colors! Students are taught various enameling techniques that can be used to create pendants, earrings, brooches, or any wearable art or small-scale sculpture. Topics covered include metal preparation such as sawing and filing, basic enameling application, and added techniques as experience allows. All levels welcome – beginner to advanced.

Jewelry: Wire Wrapping & Beading
The class will cover basic techniques of jewelry making ie: wire wrapping, bead stringing, knotting, basic design, basic tools, and findings needed for each project. Students will learn about cold connections, with no soldering involved. Every class features a new technique, with students having a finished piece by the end of class.

Open Jewelry Studio (30 hours)
Open Studio provides access to the jewelry lab and is designed for experienced students who have training with the components of this specialized classroom. Students work on individual projects at their own pace, using their own supplies. A Lab Assistant will be on hand to answer questions. Students must report to the first class for orientation.

Jewelry: An Introduction
This course is an introduction to the fundamentals of concept, design, materiality, and manufacturing associated with jewelry making. Class time will be spent exploring foundation techniques, including 2D design iteration and 3D methods of metalsmithing. Students will learn sawing, piercing, sanding, soldering, and more. Concept exploration, craft, and techniques will be stressed through a series of design projects. Upon successful completion of the course, students will have completed jewelry design projects and an introductory understanding of the creative practice of jewelry design.
Jewelry: Advanced Enameling
Advanced Enameling will include instruction in cloisonné (both opaque and transparent), champlevé, and Limoges. Both cloisonné and champlevé involve wet packing enamel, while Limoges (we use watercolor enamel) is a painting technique. This class requires basic-intermediate enamel experience. Some materials are provided.
Intro to Jewelry (72 hours)
This course introduces jewelry construction for professional jewelry design and production. Topics include fabrication techniques, basic tool usage, mechanisms, finishing techniques, and studio safety. Upon completion, students should be able to safely solder and rivet to construct and finish jewelry and hollowware. Open to beginners or those needing a refresher in jewelry design.

Intermediate Jewelry Design
This course continues exploration of two- and three-dimensional jewelry and hollowware design. Emphasis is placed on applying principles, elements, and relationships of design to jewelry and hollowware. Upon completion, students should be able to design jewelry and hollowware and demonstrate visual problem-solving skills. This class is concurrent with Introduction to Jewelry Design.
