Elizabeth City, N.C. – College of The Albemarle (COA) and Gates County Schools (GCS) have partnered to offer a new Workforce Continuing Education, Career and College Promise (CCP) Career and Technical Education (CTE) pathway. This program, taught at COA – Edenton-Chowan, allows students to graduate with their Commercial Driver’s License (CDL) certification at no cost to the student. CTE pathways help bridge the gap between education and workforce readiness, allowing students to enter high-demand careers directly after high school.
“This partnership is a game-changer for students,” said Dr. Jack Bagwell, COA President. “By earning their CDL before graduation, these students gain a competitive edge and a direct route into a high-demand industry. It’s another way we’re investing in the future of our community and its workforce.”
Robin Zinsmeister, COA’s Dean of Workforce Development, Public Services, and Career Readiness, highlighted the long-term benefits of this collaboration: “This program is more than just a training opportunity; it’s a chance for students to establish independence and career stability early in life. We’re proud to work with Gates County Schools to make this opportunity accessible.”
The program aligns with GCS’ mission to provide students with tools for success. “Our focus is always on preparing students for their futures, whether that’s college, career, or both,” said Ann Harrell, Career and Technical Education Director for GCS. “This CDL pathway gives students a jumpstart on meaningful, well-paying jobs while still in high school. It’s a win-win for students and families.”

By equipping them with the necessary training and certification, we are empowering them to pursue their dreams and contribute to our local economy. This initiative aligns perfectly with our commitment to providing students with diverse and relevant educational opportunities that prepare them for success.”
The CDL training program combines classroom instruction and hands-on learning to meet industry standards. Students will complete the training with the skills and certifications required to drive commercially, all while benefiting from the support and resources of their schools and COA.
Gates County High School Principal Jonathan Hayes added, “I believe this opportunity could be of great benefit to our students. Several of our students have expressed an interest in driving trucks and other commercial vehicles as a post-secondary occupation. Providing students with an avenue to pursue this goal while in high school will help set them up for success in the future.”
Enrollment for the program is now open to eligible high school seniors in Gates County. Interested students and parents are encouraged to contact the Gates County Schools Career and Technical Education Department for more information.
